Purpose: 

Responsibilities of Environmental Permitting and Compliance Coordinator.

Accountabilities and Responsibilities: 

  • Supervising, leading and coaching a Team Environmental P&C Engineers. 

  • Environmental permitting and regulatory compliance. 

  • Environmental statutory reporting. 

  • Compliance Monitoring issues. 

  • Environmental financial issues. 

  • Onshore Impact monitoring issues. 

  • Environmental reporting to management, corporate division and shareholders. 

  • HSE cases (environmental permitting / regulatory compliance issues). 

  • Environmental Auditing. 

  • Input to Environmental Impact Assessments and Technical Project Documentation. 

  • Input to Construction Project documentation (chapter “Environmental Protection”). 

  • Preparation of environmental permitting procedures and input to their implementation. 

  • Input to public hearings and events. 

  • Emergency response coordination / Oil spill response issues. 

  • HSE Management System / Environmental Management System. 

  • Contractors' management in terms of environmental permitting issues. 

  • Design change reviews from an HSE viewpoint.

Main Interfaces: 

Company: 

  • All departments involved in day-to-day operations (Drilling, Experimental Programme, District Projects, Supply Base, Construction). 

  • All levels management, both within and outside of the District. 

External: 

Liaison with regulators at regional and republican level (Regional Environmental Departments, Sanitary Departments, Ministry of Environment, Water Resources Departments). 

Qualifications & Experience: 

  • MSc in an environmental discipline (preferably Western European or North American). 

  • BSc in a scientific discipline (chemistry, biology, geology). 

  • Minimum 5 years of experience working on HSE issues within the in the international company. 

  • Knowledge of licensing and permitting procedures. 

  • Experience/interest in waste management and environmental monitoring is desirable. 

  • Management experience is desirable (or has demonstrated capabilities). 

Required Competencies: 

  • Thorough knowledge environmental legislation. 

  • Computer literate on Microsoft programmes: Word, Excel, PowerPoint, Outlook, Project, GIS, Performance Monitoring. 

  • Ability to co-ordinate the activities of a small team of environmental engineers/trainees. 

  • Ability to work in an international team. 

  • Negotiation skills (regulatory bodies at all levels). 

  • Presentation skills for public hearings.

 

Environmental Compliance Coordinator

Purpose: 

To support the Ecology Survey Coordinator in all aspects of offshore environmental monitoring programmes, including survey design, planning, logistics, verify environmental inputs to Environmental Impact Assessments (EIAs) and major project documentation. 

Accountabilities and Responsibilities: 

  • Supporting the planning of annual offshore environmental survey programmes. 

  • Supporting in the supervision of offshore environmental surveys and monitoring programmes, with due attention to safety and technical considerations. 

  • Supporting the management of contracts for field work, laboratory analysis and reporting in line with company policies and standards. 

  • Supervising and training Survey staff as required. 

  • Supervising timely procurement and appropriate maintenance of equipment and materials. 

  • Assuming responsibility for quality assurance/control in all aspects of the implementation of offshore environmental monitoring programmes, ensuring appropriate levels of documentation at all stages. 

  • Carrying out quality assessments on EIAs and environmental components of project documents. 

  • Preparing and presenting summary materials on monitoring results, EIAs and other environmental issues for stakeholder consultation meetings. 

  • Assisting in the preparation of responses to enquiries and claims regarding company environmental protection and performance.

  • Knowledge of the offshore industry, especially its processes and environmental impacts. 

  • Knowledge of international requirements, practices and standards for environmental surveys and EIAs. 

  • Good inter-personal and organizational skills. 

Environmental Engineer

Purpose: 

To support the Environmental Monitoring Coordinator in the management of the Air Quality Monitoring Stations and all aspects related with it. Support the development of the Onshore and Offshore environmental monitoring programs, including survey design, planning, logistics, contracts and regulatory approvals. Verify environmental inputs to all Environmental Impact Assessments (EIAs) and major project documentation and play leading role in stakeholder consultation on environmental issues. 

Accountabilities and Responsibilities: 

  • Supporting the Environmental Monitoring Coordinator in the planning and managing of annual operations and maintenance programs for the Air Quality Monitoring Stations (AQMS). 

  • Supporting the Team members in the supervision of the AQMS taking into consideration monitoring programs, with due attention to safety, technical and commercial considerations. 

  • Supporting the Environmental Monitoring Coordinator in the managing of contracts for field work, laboratory analysis and reporting in line with company policies and standards. 

  • Ensuring timely procurement and appropriate maintenance of equipment and materials. 

  • Preparing environmental monitoring reports and negotiate their acceptance by the local authorities. 

  • Carrying out quality assessments on EIAs and environmental components of other major project documents. 

  • Preparing and presenting summary materials on monitoring results, EIAs and other environmental issues for stakeholder consultation meetings. 

  • Assisting in the preparation of responses to enquiries and claims regarding company environmental protection and performance.

Jr. Environmental Engineer

Purpose: 

Support to the District Division Head of Environment on Environmental Engineering technical issues related to emissions, discharges, waste management, hazardous waste and hazardous materials handling and transportation, environmental management systems (ISO 14001), Environmental Management System (EMS) auditing. Compliance, monitoring, recording and reporting authorities, management and shareholders. 

Accountabilities and Responsibilities: 

  • Supervising, leading and coaching a Team of Environmental Engineers at their assigned locations. 

  • Providing Environmental Engineering technical services including air emissions, water and wastewater discharges, solid waste management, hazardous waste management, hazardous materials handling and transportation, waste minimization programs. 

  • Supporting the Environment P&C Coordinator in reporting to environmental authorities, reporting to statistical authorities, reporting to financial environmental authorities. 

  • Supporting the Environmental Monitoring Coordinator in air emissions monitoring and sampling, water discharges monitoring and sampling, ground water monitoring and sampling, onshore impact monitoring programmes. 

  • Supporting the Management Systems Coordinator in compliance auditing to the EMS, closing of EMS audit non-conformances, identifying environmental aspects and impacts, HSE cases (environmental permitting/regulatory compliance issues), Environmental Auditing. 

  • Input to Environmental Impact Assessments and Technical Project Documentation. 

  • Input to Construction Project documentation (“Environmental Protection”). 

  • Emergency response coordination/Oil spill response issues. 

  • Contractors' management in terms of environmental permitting issues.

Environmental Engineering Coordinator

Purpose: 

To manage all aspects offshore environmental monitoring programmes, including survey design, planning, logistics, contracts and regulatory approvals, verify environmental inputs to all Environmental Impact Assessments (EIAs) and major project documentation. Play leading role in stakeholder consultation on environmental issues in both. 

Accountabilities and Responsibilities: 

  • Planning and managing annual offshore environmental survey programmes. 

  • Supervising designing and scoping of all offshore environmental surveys and monitoring programmes, with due attention to safety, technical and commercial considerations. 

  • Negotiating regulatory approvals for offshore environmental monitoring programme documents. Assume responsibility for the completion of all commitments made by in these documents. 

  • Managing contracts for field work, laboratory analysis and reporting in line with company policies and standards. 

  • Supervising and training Survey Co-ordinator and other staff as required. 

  • Supervising timely procurement and appropriate maintenance of equipment and materials. 

  • Assuming overall responsibility for quality assurance/control in all aspects of the implementation of offshore environmental monitoring programmes, ensuring appropriate levels of documentation at all stages. 

  • Participating as leading company representative in offshore environmental surveys. 

  • Carrying out quality assessments on EIAs and environmental components of other major project documents.

Environmental Monitoring Coordinator

Purpose: 

To manage all aspects of the environmental component District HSE operations. To develop a good ‘business’ relationship with the authorities. 

Accountabilities and Responsibilities: 

  • Day-to-day supervision of a team of environmental engineers and ecologists. 

  • Provision of environmental advice and support to the District Operations line managers on an as-needed basis. Defining and researching problems and contributing to their resolution personally and/or by way of delegation to subordinates. 

  • Ensuring the timely completion of ecological baseline/impact monitoring surveys. 

  • Supervising the timely preparation and submission of environmental permit applications and environmental performance/monitoring reports authorities. 

  • Definition of work scopes and management of contractors in the development or revision of projects that assist permit applications. 

  • Interfacing and conducting negotiations with regulators on environmental matters. 

  • Supervising and assisting in the preparation and implementation of environmental monitoring programs, related procedures, guidance notes. 

  • Facilitating the implementation and maintenance of an ISO 14001 Management System within Operations. 

  • Drafting Operations Instructions and HSE-MS procedures. 

  • Carrying out internal HSE-MS audits and environmental reviews of work sites and project proposals. 

  • Coaching and mentoring subordinate staff in a variety of Departmental tasks. 

  • Undertaking Emergency Response Team duties. 

  • Giving presentations on environmental related topics. 

  • Participating in corporate environmental audits of assets and facilities. 

  • Participating in incident investigations with environmental implications. 

  • Reviewing and critiquing Contractor supplied environmental related documentation, such as Project Design documents, HSE Cases, HSE Plans, Waste Management Plans. 

  • Assist in the strategic planning and implementation of biodiversity projects.

  • Experience/interest in ISO 4001, waste management, laboratories, environmental monitoring and biodiversity is desirable. 

Required Competencies: 

  • Excellent communication skills. 

  • Ability to manage and lead a dedicated team of environmental engineers and ecologists.
