Finance, Tax and Control Director

Purpose: 

To assist the Budget and Compliance Manager and TSA Coordinator in the performance of Technical Service Agreement (TSA) related Activities. 

Accountabilities and Responsibilities: 

  • Perform TSA activities (requests for services, cost quotations and job order). 

  • Prepare and issue TSA job orders. 

  • Follow-up TSA related audit enquiries. 

  • Check job orders with the budget. 

  • Load TSA job order, cost quotation data into JDE. 

  • Update TSA Excel file. 

  • Correspondence with budget holders and Partner Companies.

TSA Accountant

Purpose: 

Process Accounts Payable invoices/documents and answer/follow-up related queries. 

Accountabilities and Responsibilities: 

  • Registering and preparing incoming invoices for further processing. 

  • Logging invoice in JD Edwards Accounting Software package. 

  • Checking incoming invoice on proper drawing-up in accordance with accounting standards and taxation requirements and contractual requirements. 

  • Determining the approvers for invoices, by using the invoice matrix system. 

  • Timely distributing invoices for approvers. 

  • Tracking invoices during the approval process and chasing invoices that are not returned promptly. 

  • Ensuring that the invoice trailer sheet is fully and properly completed and that invoices are approved in accordance with the Manual of Authorities and Travel policy. 

  • Redistribution of invoices to account codes indicated by approvers/cost engineers. 

  • Answering enquiries from Suppliers.

Accounts Payable Accountant

Purpose: 

As part of the Project Services team, to carry out the Experimental Program’s accounts payable tasks. 

Accountabilities and Responsibilities: 

  • Processing Expense Reports.

Accounts Processing Clerk

Purpose: 

To ensure that accounting related needs are effectively satisfied (management cost reporting, monitoring of costs, quality of budget and accounting data) and to coordinate the Chart of Accounts maintenance. 

Accountabilities and Responsibilities: 

  • Contributing to the preparation of periodic, accurate and consistent Cost Reports (budget versus actual) and Forecast to Year’s End, all duly supported by a commented analysis and by joint recommendations. 

  • Interacting with cost engineers and other relevant parties in constant Cost Control (monitoring and analysis of the Appropriation, Commitments, Value of Work Done, Cost Invoiced, Accruals against the approved Budget) and the preparation of recommendations. 

  • Adjusting accounting entries in order to ensure the excellent quality of the accounting data. 

  • Verifying/checking Annual and Revised Budget documents (CTRs) in order to ensure that they are in accordance with both the PSA/JOA requirements and the budget guidelines.

Chief Management Accountant

Purpose: 

To ensure that the General and Administrative expenses and Services costs are effectively monitored and allocated. 

Accountabilities and Responsibilities: 

  • GAAP Allocations (Reclassification of Joint Interest Billing to Partners in GAAP format). 

  • PSA Allocations (prepare Monthly reports and quarterly). 

  • To prepare and analyse the monthly open contracts report containing all the contracts. 

  • To ensure that the relative documentations are posted in the System correctly and timely. 

  • Implementation written procedure for the allocation of General and Administrative expenses and Service Expenditures, for PSA and GAAP purposes.

Cost Allocations Specialist

Purpose: 

To verify the suitability of IT systems to support the Finance, Tax and Control needs. To act as a Super User for the Enterprise Resource Planning system. 

Accountabilities and Responsibilities: 

  • Developing the functional requirements for further IT Systems developments. 

  • Liaising with the team responsible for IT Systems development to ensure the delivery of features satisfying the Finance, Tax and Control needs. 

  • Testing the new IT Systems features impacting Finance, Tax and Control and provide feedbacks. 

  • Acting as an Enterprise Resource Planning System Super User. 

  • Acting as a first line of support for end users and solving problems regarding education/training or user error related issues. 

  • Coordinating with and providing information to ERP Support regarding End User issues. 

  • Tracking and providing recommendations regarding user support activity and system requirements. 

  • Coaching end users (small group or one-on-one) in ERP process/system skills.

Cost Management System Administrator

Purpose: 

To ensure proper control over Value of Work Done (VOWD) and accruals for Manpower Business units (BUs) and particular G&A Non-Manpower BUs. Maintenance of company Chart of Accounts. 

Accountabilities and Responsibilities: 

  • Producing VOWD for Non–Labour BUs associated with Insurance, Inventory variations, Non-Recoverable costs. 

  • Reviewing Manpower monthly rates, Tariffs and expenditures. Assist on a number of minor non-Labour BUs. 

  • Ensuring commitment are allocated correctly to budget cost centres. 

  • Monitoring Manpower Cost and adjust accounting entries when required. 

  • Verification of Manpower related accruals. 

  • Preparing Monthly G&A cost reports. 

  • Analysing, appraising and reporting on Budget vs. Actuals. 

  • Ensuring accounting structure is kept updated and adjust for organisational changes.

Financial Analyst

Purpose: 

To ensure timing consistency and quality of the financial reporting to Partners in accordance with Generally Accepted Accounting Principles (GAAP) principles and to supervise the Technical Service Agreement (TSA) and Account payable functions in overhead (OH). 

Accountabilities and Responsibilities: 

  • Coordinating the definition of GAAP principles and implementing company-wide reporting policies and procedures in accordance with GAAP principles. 

  • Ensuring that the correct financial information, accordance to GAAP principles, is circulated in manner to partners. 

  • Ensuring that the statutory reporting requirements to the Shareholder are met in a correct end timely supervising the TSA group.

G&A Budget and Cost Control Coordinator

Purpose: 

To assist the Financial Control Coordinator in collection, analysis and reporting of financial data and the maintenance of the corporate Chart of Accounts. 

Accountabilities and Responsibilities: 

  • Coordinating the Company’s Chart of Accounts maintenance (creation and modification of Business Units, WBS and object accounts). 

  • Uploading, revising and reconciling budget/forecast/planning data in JDE and other ERP systems and providing relevant quality checking. 

  • Writing reports from JDE and other tools for the requirements of finance group, budget holders and cost engineers. 

  • Providing assistance to other departments in coding in JDE and other ERP systems.

Management Accountant

Purpose: 

To ensure that the budget and accounting related activities are compliant with both the Production Sharing Joint Operating Agreement (JOA). Project expenditures are monitored regularly in order to guarantee accurate and properly justified accounting on accrual basis. 

Accountabilities and Responsibilities: 

  • Leading the finance group to provide excellent service to meet the requirements from Project Services as well as from Finance and Control. 

  • Contributing to the preparation of the Annual and Revised Budget documents (CTRs) and ensuring that they are in accordance with both the PSA/JOA requirements and the budget guidelines. 

  • Contributing and assisting in the preparation of various multi-year budgets and liaising with the G&A Focal Point with reference to manpower estimates and PSA and GAAP Allocations. 

  • Checking and analysing the Project monthly expenditures posted in JDE and ensuring that the accruals are consistent with the VOWD calculated by the Budget Owners and properly justified. 

  • Posting the monthly Project accruals in JDE. 

  • Ensuring proper interface with the Budget and Cost Control Process Assurance Group and the standardization of the Project budgets.

Project Financial Control Coordinator

Purpose: 

To provide Venture Budget and Cost Management support in terms of budgeting, forecasting, commitments, expenditures and variance analyses against budgets. To assist management in the assembly of annual budget submissions to the Authority.  To liaise with the team of cost engineering experts and develop and maintain a centre of excellence for all cost management related matters. 

Accountabilities and Responsibilities: 

  • Developing Cost Control reports and methods for an international Oil Company in project mode. 

  • Executing Corporate cost reporting to facilitate sound Project Management decision making. 

  • Developing and maintain cost data regarding corporate performance on both an annual and multi-year basis. 

  • Review Cost Risk Analysis data. 

  • Assisting in development of corporate and “local” cost control procedures. 

  • Reporting on performance in terms of work achieved on both a monthly and year-to-date basis. 

  • Developing Earned Value techniques on major contracts and G&A manpower.

Senior Budget and Cost Controller

Purpose:

To provide assistance in the identification of system requirements, specification and implementation for the venture Enterprise Resource Planning (ERP) system, in particular the Finance-related aspects there-of together with the associated business processes and to act as a Super user, providing user training and support on the system. To assist with identification and development of associated management reporting and project control initiatives and their deployment within the business. 

Accountabilities and Responsibilities: 

  • Co-ordinate requirements into the ERP system configuration. 

  • Maintain integrity of cost data on the ERP system in particular as it relates to Project Costs and Contracts. 

  • Identify changes and development required to the ERP Finance application and assemble proposals for such. 

  • Resolve issues and identify best practice solutions with all team members across user groups. 

  • Identify interfaces between ERP Finance/other integrated modules (Procurement/Contract Management) and non-ERP applications. 

  • Maintain appreciable cost information flows to/from the ERP Finance application with the department. 

  • Test new system functionalities as they relate to Finance applications and revise systems/procedures/work instructions in conjunction with ERP Services. 

  • Assistance to internal and partner audit teams in respect of the ERP system functionality/operation and related business process. 

  • Acting as a first line of support for end users and solving problems regarding education/training or user error related issues. 

  • Coordinating with and providing information to ERP Support regarding End User issues. 

  • Tracking and providing recommendations regarding user support activity and system requirements. 

  • Coaching end users (small group or one-on-one) in ERP process/system skills. 

  • Advising Process Experts from the business regarding system functionality and defining system options and participating in system testing as required. 

  • Providing guidance to ERP Services regarding business imperatives. 

  • Conducting fact finding with the business and working with the ERP Training to set training priorities and to guide the development of ERP training materials. 

  • Providing feedback regarding new End-User Training and Reference Manual. 

Safety Responsibilities: 

  • Demonstrate a personal commitment to Health, Safety and the Environment, by abiding by Statutory Health, Safety & Environmental Regulations. 

  • Corporate Health, Safety & Environment Policy, and applying company Safety Management Systems. 

Main Interfaces: 

Company: 

Liaison with Engineering technical management, Project management, Finance management personnel and ERP system consultants. 

External: 

Liaison with audit, business consultants. 

Qualifications & Experience: 

  • Minimum of 5 years of experience within the oil and gas industry. 

  • An internationally recognised accounting degree. 

  • Good knowledge of corporate ERP/accounting software and reporting systems. 

  • Good communication skills. 

  • Ability to work as part of a team and individually. 

  • Computer literate on Microsoft programs: Word, Access, PowerPoint, Excel. 

Required Competencies: 

  • Awareness of Cost Engineering and accounting/Finance project requirements. 

  • Competent in the use of software packages and have performed ERP system implementations. 

  • Have the necessary inter-personnel skills to liaise with both team members and executive management.
