Senior Budget and Cost Controller

Purpose: 

To provide Venture Budget and Cost Management support in terms of budgeting, forecasting, commitments, expenditures and variance analyses against budgets. To assist management in the assembly of annual budget submissions to the Authority.  To liaise with the team of cost engineering experts and develop and maintain a centre of excellence for all cost management related matters. 

Accountabilities and Responsibilities: 

  • Developing Cost Control reports and methods for an international Oil Company in project mode. 

  • Executing Corporate cost reporting to facilitate sound Project Management decision making. 

  • Developing and maintain cost data regarding corporate performance on both an annual and multi-year basis. 

  • Review Cost Risk Analysis data. 

  • Assisting in development of corporate and “local” cost control procedures. 

  • Reporting on performance in terms of work achieved on both a monthly and year-to-date basis. 

  • Developing Earned Value techniques on major contracts and G&A manpower. 

  • Supporting Budget Holders in developing annual and multi-year estimates and venture cost control. 

  • Supporting the SAP team in selection of the right concept and software design processes. 

Safety Responsibilities: 

  • Demonstrate a personal commitment to Health, Safety and the Environment, by abiding by Statutory Health, Safety & Environmental Regulations. 

  • Corporate Health, Safety & Environment Policy, and applying company Safety Management Systems. 

Main Interfaces:  

Company: 

Liaison with all Finance and Cost Engineering teams. 

External: 

Liaison with contractors. 

Qualifications & Experience: 

  • Experience in Onshore and Offshore Petrochemical Projects for at least 10 years. 

  • Knowledge of all Phases associated with Projects (Front End, Design, Fabrication). 

  • Knowledge of all component parts of a Project (Jackets, Pipelines). 

  • Experience in supervising cost/planning engineers. 

  • Experience in working direct or indirectly for a Major Oil Company. 

  • Experience in dealing with Share and Stakeholders. 

  • Experience in preparing estimates/plans at all stages of a Project from screening stage to control stage. 

  • Knowledge of standard engineering documents (PFD, equipment lists, weight reports). 

  • Experience in preparing and executing control procedures for both cost and planning. 

  • Familiar with both Project and Corporate contract and finance procedures. 

  • Knowledge of computer-based cost and planning tools packages (Artemis, Lotus 123, Excel, Freelance or equivalent). 

  • Familiar with planning and cost probabilistic software. 

  • Familiar with oil economics (EP, NPV, DCF, EMV). 

  • Ability to work without supervision. 

  • Ability to prepare strategic plans to ensure that the cost management tools are capable of meeting the company's business needs. 

  • Ability to assist in management reviews of existing projects. 

  • Ability to create/update cost and planning estimating/control methods and procedures to reflect the latest engineering and project execution philosophies. 

Required Competencies: 

  • Computer literate on Microsoft programs: Word, Access, PowerPoint, Excel, including JDE or equivalent packages. 

  • Familiar with management of the emerging cost requirements resulting from a growing and maturing venture. 

  • Ability to support budget holders in all facets of cost management. 

  • Familiar with the principals of estimating and forecast preparation. 

  • Ability to guide a team of professional cost engineers. 

  • Ability to initiate and promote the discipline of Cost Engineering to the wider Venture.
